LIGHT UP ALUM ROCK​

Light-Up Alum Rock is designed to revitalize outside lighting along the Alum Rock – Santa Clara Street corridor. The strings of lights will bring charm and a sense of festivity to our business district. And create neighborhood pride amongst residents who drive thru, walk along or visit our business corridor. Funding for this project was provided by generous support from D5 residents in the 2017 participatory budget.

HOW CAN YOU (BUSINESS OWNER) HELP AND PARTICIPATE:

Because of the limited funds we have to do the project, we can’t do the installation of the lights, therefore we will need to share responsibilities:

Provide you (business owner) the supplies including: LIGHTS, TIMERS AND CLIPS OR HOLDERS needed for the installation.

YOU WILL

Install the Tree Lights (if you have trees in front of your business) or Install Decorative Lights around your windows (if no trees in front of your business). You will also pledge to have the lights TURNED ON FROM 5PM TO 10PM EVERY NIGHT*

NOTE:

To create a sense of uniformity along the corridor we ask you to please install only the color (white) of lights we provide you. If you would like to add more lights to your business frontage you are welcome to do it but please keep the same white color.

ALUM ROCK COMMERCIAL BUSINESS IMPROVEMENT DISTRICT:

Property owners along the Alum Rock Santa Clara Street corridor between 21st Street and McCreery Avenue are exploring the formation of a property-based improvement district (PBID) to benefit this commercial corridor.

WHAT IS A PROPERTY & BUSINESS IMPROVEMENT DISTRICT?

A CBID is an assessment district which would provide additional services within a defined area. The services would be funded by an assessment on real property, which appears on property tax bills. CBIDs are proven to work by providing services that improve the overall viability of commercial districts, resulting in higher property values and sales volumes. CBIDs provide funding for programs which work efficiently to maintain the area as a safe and inviting environment. The services are chosen by property owners and customized to fit the needs of the district. All services are designed to provide direct benefits to those who pay into the PBID.  

WHAT SERVICES ARE PROPOSED FOR THE ALUM ROCK CBID?

CBID services must be carefully tailored to benefit the property owners paying the assessment. They will only be provided to properties paying the assessment.  Based on a property owner survey done along the corridor pre-pandemic, ARCBID services are proposed to be:

Clean & Safe, Beautification (80% of budget)

The proposed cleaning program will make the ARSC PBID cleaner, more accessible, and more attractive to potential tenants and customers. A regular schedule will be established for most of the maintenance services. Some maintenance services will be provided on an as-needed basis, while others will be provided on a regular basis. Services include sidewalk sweeping, graffiti removal, tree trimming, sidewalk pressure washing, litter removal and trash can maintenance and weed abatement. Beautification services could include installation of street planters, murals, tree lights, etc.

District safety services are proposed to make the corridor a safer place. Security services are proposed to be provided by off-duty officers of the San Jose Police Department. The officers will seek to serve as both a deterrent by creating a visible presence, and as a respondent to incidences that occur. The goal of the program is to increase usability of assessed parcels and address issues which discourage property owners, tenants and customers from visiting assessed parcels, ultimately constituting and providing unique, special benefits to assessed parcels.

Marketing & Communications (10% of budget)

Marketing & Communications activities will be provided to create and maintain an image of the ARSC PBID as a culturally diverse destination with a set of unique opportunities. Further, the marketing program will attempt to improve the overall image of the District as a culturally thriving and diverse community, where differences are embraced and celebrated. The program developed by the property owners will also include several tools to support the efforts of individual property owners and brokers to attract and retain tenants. The ARSC PBID will facilitate consistent and frequent communications with property owners and tenants.

HOW MUCH WILL THESE SERVICES COST?

Property owners will be assessed an additional fee on their property tax bill based on the square footage of their lot. There are currently three levels of services being proposed – .13/sq. foot, .26/sq. foot and .42/sq. foot.

WHO WILL MANAGE THE ARCBID?

Once the district is formed, it will be governed by a newly created 501 (c) 6 Property Owners’ Association (POA). The POA will be governed by an elected board of directors comprised of property owners along the corridor. It is proposed that the POA will contract with the Alum Rock Santa Clara Street Business Association to provide the improvements and services outlined in the district plan.

HOW LONG WILL THIS LAST?

The CBID will be formed for five years, initially. After five years it will automatically expire, unless it is renewed by property owners. A district can be renewed for up to 10 years.
